A - Assess

The APC assessment process is a part of each of the review areas, and can also be a project in and of itself. HSMN can provide assessment services that will serve as the springboard to assist organizations in launching their APC Preparation and implementation efforts. The APC assessment process includes:

  • Identification of all APC-affected outpatient departments within the health system.
  • Identification of the current "state of operational affairs" in each department. (Information systems, workflow, registration and coding practices, skills)
  • Assessment of organizational knowledge of APCs, and their operational and financial impact relative to each department.
  • Identification of high volume and high cost services currently provided.
  • Identification of outpatient billing and reimbursement issues that currently exist.
  • Identification of significant data integrity and coding issues.

The assessment process is critical in determining the priorities and resources required to implement improvement processes for the management of outpatient data. How outpatient data is managed will determine an organization’s degree of financial success under this new payment system, and can also have immediate benefits under current reimbursement scenarios.

In addition to the initial assessment, HSMN can assist clients in the next stages of planning and preparation, which include:

  • Creation of a hospital or system-wide APC Task Force with membership from APC affected departments such as: Health Information, Management Information Systems, Patient Accounts, Finance, Registration (Patient Access), Radiology, Ambulatory Surgery and other APC affected outpatient clinical departments, Outpatient Clinics, Emergency Department, and Corporate Compliance.
  • Education of the Task Force to APCs
  • Development of a hospital specific workplan.
  • Education of the Task Force to the APC workplan designed to address organizational priorities and findings from the assessment.
  • Facilitation of the Task Force in setting milestones and targets for the APC Preparation tasks.
